I have seen oil leaking from the alternator adjuster bracket where it bolts to the front cover. The oil drips onto the front seal area & looks like the seal is leaking. Remove the bolt & see if its wet.

On the older of the two issues we have tried with a speedy sleeve and also without, we have tried installing it flush as well as deeper in the housing. Honestly not sure what the issue could possibly be

This sounds like a really stupid question, but since your on your 3rd or 4th... is it possible your installing the seal backwards? (I've not seen a N14 front seal myself)
Before tearing it down this next time, I'd spend as much time as needed to get the front cover as clean as possible. Then run it cold, without the fan engaging... just enough time to get your first drip. (maybe some black light dye may help) To be sure its the shaft thats leaking and not around the housing. -
I don't know about cummins seals, but are you getting the correct seal? Does it have an arrow on it for rotation direction? Cat for a short time had wrong part# listed for seal. Maybe you have same issue here with cummins.
