And what if you give the guy 500 and then he tries to double dip
He calls your company, the cops, and denies you gave him anything.
    It's risky

I spoke to a guy,a while back, who was holding up traffic because of an illegally parked car (trying to make a right hand). He was told, and given permission in writing, to move his vehicle however he had to - even if it meant flattening the car - or he'd be ticketed for obstructing traffic.
He rolled the tandems of a loaded trailer right over it... walked... er, drove, away with a clear record and conscience.

I'd LOVE to see that note . Can't imagine any cop giving someone written permission to total another car. That had to have been worded carefully. Lol

Oh, to a T and detailed without specifics (if you can do that), I'd bet.

I once worked for Sysco foods in NYC, I was parked on fifth avenue.
A cop told me I couldn't park on the street there.
In frustration, I said, OK, how about if I park on the sidewalk?
He said, there's no law against that.
I pulled the truck up on the sidewalk (it's very wide)
    The cop smiled and left
All the Christmas shoppers walked out into the street to get around my truck.
    Go figure

Years ago when I drove for XpressCo pulling flatbeds, something similar happened. The driver, in NYC, couldn't make a turn because of a car illegally parked. The police office did tell him to do what ever he needs to make the turn. He did damage the car. The police officer didn't put anything in writing though.
ExpressCo was owned by Wayne Wise; the same man that owned Western Express until he passed away.

Now I lay me down to sleep
Pray my secrets all will keep
If I should die before I wake
Toss my phone into a lake!
