I think that hydrant was either a dry bottle design to defend against northern winters or not hooked up to a active water main.
A active hydrant like one in particular in Baltimore, has a great deal of.. power that wont move for no one. It's hard to explain. The losses in damage to my trailer wheels fighting it evens out with the city losses to the bolt and lid protecting it.
Now I do thank you for that video, but cannot wait for one that has a active one knocked over with predictable results.

Ours here in Kansas, as well as a lot of other places, have the valves located well below the frost line, around 28" to 32" or more deep. There is a pin inside that is made to break away and separate a two piece shaft if they are hit.
