Somebody keeps score. The last guy I leased on with told me my inspection record ( Which is golden ) for the last three years while I was on the phone with him. And I had not provided him with any information regarding that. CSA,PSP,PCP, whatever, some agency does keep score, and he said the same thing @MACK E-6 said, you are given a single point just for having under gone the inspection, even if it is clean.
He had that information and my actual DOT driving record about 3 minutes into the conversation. I'm certain bear does the same at the coups in Colorado when they ask for your license and bang on their computer, as well as any POE where they ask for your license, but don't give you a full level 3.
That's what grinds me, they have a way to spot check your track record, but don't give you the positive report in writing, rather they are looking for the repeat offender of a violation, and I'm certain when they see the guy with the repeat OoS violation, air leak, whatever, he gets asked for his log book and " I've decided to perform a level 2 on you."Last edited: Sep 30, 2016

To be officially OOS requires a MCSAP/CVSA/DOT trained officer filling out the North American Standard Inspection report and specifically stating in it the driver or the CMV is OOS. Otherwise the OOS is not official and no points under CSA are awarded. You are 100% correct.

I guess the DAC is whatever the company wants to do. They have way to much power over the DAC.

From what I see in this website the OP was looking at a $175 ticket unless he was OVER 5K then the fine was $200.04 + .04 for every pound over up to 6K. I don't think the OP is at the scalehouse any longer.

How can one be out OOS for being overweight then permitted to drive off?

Not my point. The OP stated the word recently in his post. From that I take it this situation is now over. I have no idea how it was resolved.
