Apparently this is The Workforce Investment Act, signed into law on August 7, 1998 by President Clinton. Supposedly, if a Trucking Company were to open it's own school or "job training facility", it might plausibly be able to receive grant money from this "Act" in order to train workers or re-train displaced workers. I have no idea if this program is still being funded or if, in fact, any trucking companies have applied for or used any of the funds available. (After all, I found it on the internet). BUT - The U.S. Gov't LOVES to give away money and "spread the wealth around", especially with "feel good" projects like this, so who really knows?
