Pedestrian walking on shoulder with no vehicle in sight.
Do you all call them in to the highway patrol or just leave them be?
I have been calling them in and just wondered what others thoughts were on the subject.

Most likely homeless people. I leave them alone unless they are posing a threat to themselves or the public.

So they don't bolt off the side of the freeway and use me as their designated suicide tool, or if drunk/drugged they may weave into traffic causing other traffic to swerve and create a mess

You'll get over that. You have good intentions, I respect that, but you've got plenty of other things to worry about. This isn't one of them- but I mean it when I say I respect your intentions. It's refreshing to see someone concerned.
I used to pass a lady at 3-4 AM on route 55 in southern NJ fairly regularly that walked down the highway in a wedding gown. It was weird, but the rumor was she was mentally ill and just liked to go for a early morning walk in a wedding gown. Not sure what that has to do with anything, but I guess it's on topic. See we had someone just like that near home base and she got hit and killed. People later said "I saw her but didn't call". Had someone made that call she may be alive today and the pickup driver that hit her may not have had to live with the guilt.

I'm kind of surprised by the responses. Interstates weren't meant for pedestrians and so I guess that's why I've been calling. Just as my previous response states, had a local gal killed by pickup that several people said in retrospect they wish they had called. Now that driver has to live with it. I guess until you're the one hitting someone.....

People called all the time. The cops looked out for her. That's the point. You don't know the backstory. It's still a free country (that's ABSOLUTELY NOT political by the way), and you just can't call the cops every time you see someone walking.
But like I said, I respect your intentions on this and if calling the cops feels right to you thats what you should do -
As long as it's not an interstate they are doing nothing wrong.
