I would pressure wash first and then run at a high idle and watch for leaks. N-14 are good for leaking around accessory drive and crank drive seal. But this could be front cover or oil pump gasket.

Wow, quite a build up there, as suggested, steam clean it and then maybe add some dye and use a blacklight to verify the leak source. It is quite common for N14s to spin the accessory drive bushing in the cover and perhaps need more then a seal needed. Just replaced a housing and associated in the shop, did numerous while I worked for Cummins. They updated the front gear housing, seal and associated years ago. Good luck.

My 1999 N-14 started leaking before it had 200,000 miles on it. not as bad as yours. but I do have the engine washed once a month when I am running! it has 850,000 on it now

I'm going to get a estimate on it today. Colorado is anal I'd be put out of service for it.
