Does anyone have a link to the regulation I cant find it on google, I have been denied a Drivers license I was even blacklisted put on a Non-Resident Alarm
I have a Power Bill and a Bank Account and yes I am an American Citizen.
I was told the only way they would issue a Drivers license is if I register a Car In Texas, I would like to know if that is also written in Code or the DPS officer was talking out of his ###.

Residency Documents
Any of the following documents will be accepted to verify an individual’s Texas residency. The two documents provided must be issued by different companies or agencies. For example, an individual may not use a water bill and an electricity bill from the same company.
NOTE: Remember, all documents presented must contain the individual’s name and Texas residential address.
- Current deed, mortgage, monthly mortgage statement, mortgage payment booklet or a residential rental/lease agreement
- Valid, unexpired Texas voter registration card
- Texas motor vehicle registration or title

I would Like to know if is written in Texas Code and have legal clarification that Registering a Car in Texas automatically gives the person who registered the car Texas residency
I was told by a Texas Department of Public Safety Official that If I register a Car in Texas I would be issued a Drivers License

What proof of residence did you have aside from the power bill? Texas is cracking down, recently had a friend move down from Arkansas and they wouldn't issue him a license. He is staying with family so he doesn't have a lease agreement/mortgage, so he had to wait until he had paycheck stubs from his new employer before they would issue him a license.
