I was told years ago an issue plaguing trucking is finding "clean" drivers that can pass a screen. Now I see! It will be even worst once the national database is in operation...wow.

hireright is a private company.the fmcsa is federal they were sitting up there drug and alcohol reporting agency doesn't matter new or old if you have a cdl and fail any drug or alcohol test pre employment or random the testing companies report it to fmcsa .The program is called fmcsa drug and alcohol clearinghouse if your on that list it will also be reported to the state of your cdl another employer cant clear you until you go through sap program or five years past failed test.this was 2014 when the fmcsa wanted to start this program don't know if they have started it

The SAP/Return to duty process is not up to the carriers. It is laid out in subpart O of part 40 and ALL carriers must follow it. In fact, this process is the only way to get back to driving.
