Yes and no... initial cost yes but they get to claim that in taxes so no..
What you say is basically a myth because they do not lose by letting a higher paid driver go and hiring a lower paid driver, its a win for them..

You always lose when you lose an experienced driver. -
Unless they realize a gain in profits.
Truckin' companies aren't in business to provide jobs to drivers and/or relocate freight.
NopE!
They're in business to make money.
Bottom line.
Whatever way they can realize their desire, they'll utilize.
If they were making a larger profit using experienced drivers, that's what they'd be doing. Many truckin' companies have shareholders to answer to. And shareholders want to see their investment paying dividends, not red ink.
What I find interesting is that many such investors have no truckin' knowledge. They just want to make money on said investment -- yet they're complaining about unsafe Big trucks on THEIR highways that are there, in part, by their own desire to make more money for themselves, at a cost TO themselves in the form of reducing safety.
Earth to investors!
Hello?

Financially speaking as you was on your last comment. a company will not lose money because they fire a driver and hire another for less money. the tax system will help them out on making sure they don't.

Except when the company is self insured. I know the large oil companies are all self insured, it's much cheaper.
