There was a guy in my class at the Community college who was 20 (just a few months shy of 21) He hired in where I'm employed just as I was in the final stages of training. I'm guessing they had him work on the dock until there was a spot with the mentors to work local and get the driving/load securement part of it down. Think he's pretty much ready/itching to be out on his own.
Yes common knowledge with insurance is 23-25, however get in with a small company or find someone who's willing to take you under their wing and show you the ropes. You may be doing only in state work but since your young you have your whole career ahead of you if you stick with it. Eventually you'll spread your wings.
