I went to Allstate a couple of years ago and liked it. Other drivers who I talked to that went too nettts didn't care for them. Allstate cost a couple bucks more but I think it's worth it.

Do not go to Netts they only care about your money and screw toy over when ever they feel like it, and give you a run around of giving you a test.
