I've never been throttled on Verizon.
They just charge me $15 for every 1gb I go over. Currently on the 40gb data plan with unlimited text/talk.
I mean if your only paying for 2 - 10gb,.. I guess I could see them doing what you describe and how easy it would be to go over.

Where does it way that? The article I read didnt mention that. If that were the case,.. I would stay with my current plan.

Plus you could get throttled on just your phone after you hit 22gigs.

It's there, this is copy/pasted from Verizon's site related to the new unlimited plan, down in the disclaimer section

To ensure a quality experience for all customers, after 22 GB of data usage on a line during any billing cycle we may prioritize usage behind other customers in the event of network congestion. While we don’t expect to do that very often, network management is a crucial tool that benefits all Verizon customers. If you’re on Verizon Unlimited, you’ll have the same coverage and reliability as everybody else.You can add a connected smart watch, GizmoPal, or other connected device for just $5 each month. Get TravelPass for $10 per day (500 MB/day limit; 2G speeds after that) while overseas. Mobile Hotspot with 10 GB of 4G LTE data is included at no charge (after 10 GB you’ll get 3G data speeds)."
I'm just not sure you you can stream netflix or other video over 3G once it kicks in but certainly you will need to have the option of stepping down the video quality to something less then HD. And also, at 3G, even basic web browsing will be hit and miss. For many, the 10G is adequate but for others, they will burn through 10G in 10 days or less.
But notice the first bolded part ... this means your slow 3G may be cut even further to a trickle and I'm pretty sure this will happen more often then they'll admit. "network congestion" can happen outside of of Butte, MT on a Friday night. More remote areas have less capacity so just a handful of users streaming or moving a lot of MMS messages can mean the local tower is getting close to maxed out and the dude who's used the most, gets cut first. But to be fair, this reduced capacity and throughput can be experienced by full-fare paying customers in some situations, too. Not all towers are equal, regardless of signal strength and available standard.Last edited: Feb 13, 2017

It also says they may throttle at 22gb if there having network issues with traffic but that it shouldn't really maybe occasionally if in a big city high network area so you may never be throttled
