    It means you are legally allowed to operate as an interstate entity.

    The federal government has to constitutional right, not obligation but right to regulate interstate commerce, no one else. AND we fall under that right to be regulated if we cross state lines.

    The federal government has setup an Authority system to allow people to apply, maintain a requirement to operate interstate. simply called an authority.

    That's the simple version.

    No, the government does NOT have the "right" to do ANYTHING. The government has certain specific powers, delegated to them by the Constitution...among them is the power to regulate interstate commerce.

    Rights are held by the people. Powers are delegated to the government.

    Yeah I've been told Illinois has some goofy laws . also told not to even think about crossing the line into that state either
