Looks to me like the driver forgot it was in his tank and drove off.They have cameras they'll find out who did it If they haven't already.

Actually that looks like it was caused by a flat or step deck with an oversized load.

Somebody simply snapped after being forced to answer the dozen useless questions Pilot / J demands you answer before allowing you to fuel.
