I think the above poster's key operative word, is "slightly more." And the assertion that both trailers must be loaded, is also correct. That is for safety reasons. The loaded front trailer counteracts the force of the rear trailer. I believe it would be incorrect to state, that if the rear trailer is fully loaded to 2000 gallons in the front compartment, and the rest is fully empty; this would rise to the level of "slightly more" heavier than the power unit. In my choppy calculations, the weight of that 2000 gallons of fuel is about 12300 pounds, and compared to an entire gross vehicular weight of about 23000 pounds--we see an increase of roughly 60% of the entire truck's weight, in that fuel compartment alone. Which, I believe , is unsafe because the forward-moving inertia from the heaviest compartment is now the dominant force in that equation.
Objects in motion, tend to stay in motion. For example's sake, a 25,000 pound object being "pulled" by a 12,000 pound object is, for all purposes, not being controlled by the 12,000 pound object. The 25,000 pound object wants to continue in a straight line, down the highway. Or , it wants to sway around. In any case, the feeling is that this trailer is now pushing the truck around, "leading the way" so to speak. But someone can fact check me, if you do indeed have facts.

Tried finding my old employee handbook but I had no luck. It was ALWAYS load the rear compartment first and unload the first compartment of the trailer first. I have heard stories of rollovers when the driver loaded the first hole of the trailer and say the rack went down and they had to leave to go to Kinder Morgan for example. I also heard of a rollover IN a station with the same situation you have described. I cannot recall if it was in that handbook or not.
Now, I'm in a set of tanker doubles as you know. It is common knowledge to unload the rear trailer first bc we often do split loads between plants. You don't wanna go down 280 or 880 with a loaded rear trailer only. How they don't realize this is beyond me. -

Exhibit R. This is a picture of me when I learned that I was being forced to drive an unsafe load. The grim realizations that I would soon be confronting my boss, were dawning on me.
