I think you hit the nail on the head right there. You aren't violating NY state law by going out of state. I'd take this to court.
In TN, if you log no "out of state" miles for 3 consecutive quarters, they pull your IFTA and Apportioned tags. If these "out of state" miles are applied to NY anyway, and NY is like TN, that could create a situation where there isn't a solution.01blackz28 Thanks this. -

I don't get it? You can't be in 2 states at the same time. Which state was the truck stopped in and given this ticket?
