Yes. The radio and CB turns on. The key will turn everything on and turn the truck over. It just won't start. I have power on both sides of every fuse in the fues box.

Ok then just run a simple power wire from your battery to the switched power side of your ecm harness just to test it and if it starts and run then run a wire from power inside your dash to a simple toggle switch to the harness, use that for ignition and your problem is solved, use an in line 15amp fuse, put the fuse close to the harness. I've seen it done before, alot easier then pulling harnesses apart and diagnosing the problem.

No I understand. The help you have provided is beyond appreciated. If I can fix this my self with your guidance I won't have to spend a fortune at cat or kenworth. Which I really can't afford right now given I am in dirt work and the trucks sit all winter here in michigan. Spring is always the hardest time. So again I can not thank you enough for your help and knowledge

Ya I said that like a dumbace, put the fuse close to the power source for the switch you put in, not the ecm harness. I said it backwards

Okay so I ran a jumper wire from the ignition wire on the ignition switch to they keyed power on the ecm. The truck runs. What a relief to hear it fire. Tracing that wire to see if we can find a break in it. If not I am just going to run a new wire.
