That dimension is the OUTSIDE.
I arrived at that conclusion once while loading one of our 48 footers, noticed only 3 feet of floor space left after 22 skids, and said "crap, the last two won't fit".

Perhaps, but that would've required pulling off two rows and pinwheeling them to gain that extra 12 inches and I didn't feel like it.
