When transporting a propane forklift the Texas Department of Transportation says in section 4 article 2 "A forklift must be be secured in the nose of the trailer closest to the tractor tandems and must never be transported in the rear to prevent damage to the kingpin and axles of a trailer".

And tip the forks down tight to the floor.

That's a good question. It's vehicle fuel. Secured too. Leave it.
