    I wouldn't move the 5th wheel.
Slide the trailer tandems back about 2 holes and reweigh.

tandems are slid back as far as the California laws allow.

Go back to shipper then if can't move tandems back more... Your steer will be illegal if you slide fifth forward and probably can't get enough off your tandems that way anyway

Yep the only way your getting that legal for CA is having it re/ worked by the shipper.

Shipper needs to rework your load.

Wow....i thought I've been loaded funky before. What did they do, load the front half of the trailer with foam peanuts and the back half with meat?

Seriously though, that's really far off so I have to ask, did you set your brakes on the scale? If so, don't. When you set your trailer brakes, it will dump the air bags on the trailer, thereby shifting the weight to the rear. If you didn't set your brakes, someone needs to teach that loaded how to load a trailer.

Ditto the rework, you'll never get it legal. Make it the shipper's responsibility.
