I also moved from out of state to Texas, about 4 years ago. If Texas tries to run a "lifetime record" on my license # it will only come up with 4 years worth of records. They cannot access the records from the previous state. There are companies that can try, but as an example the my previous state only keeps the records for a maximum of 10 years then they are unavailable.
If you are being denied employment for the reasons specified, ancient violations, and have that explanation in writing your next stop should be a labor attorney. If you have a case the attorney will listen to the details and be happy to represent you on a contingency basis at no cost to you.
If the labor attorney turns down the case, there is some other reason you are being denied employment.

 

Texas never even used a point system until 2003. Something else is keeping you from getting hired.
Sad thing is it could be something silly like a criminal check, but it's matching up wrong information.
If you cannot get hired at several places, I'd hire a p.i. to do a full background check and get anything fixed that needs to be.

 

Also anyone you apply to, you can request in writing formally all records provided to that company you applied to verbal, written etc that was gathered during your app process of hire or not hire.

Within that packet of answers should in many cases be information pertaining to why you were turned down.

Keep in mind some of your older employers in certain states will not commit information about you in writing to anyone you apply to. This defends themselves against really profitable lawsuits by you should you discover libel, black list or something else.

I had a DUI when I was 17 in Texas, andI list it on applications but so far every employer(aside from an School District) has told me that couldn't even find a record of it.
