What you see on cartoons is somebody jamming their finger into the barrel. That is NOT a good idea and could ruin your whole day.
What happened here, is the cop grabbed the revolver by the cylinder, which means the cylinder cannot turn, then jammed his other hand between the hammer and the firing pin, thus blocking the firing pin from being struck by the hammer.
It's far better to have a very sore hand than to get shot. This is not the type of situation that you really want to get into, but unfortunately, it does happen. -

over here, police are the only people alowed handguns generaly speaking..
and they are all revolvers. semi auto handguns are a big no - no -
Years ago this was taught when disarming a person. If the hammer is not back you can hold the cylinder and it will not fire. If the hammer is back you have to get your finger in-between the hammer so it will not fire. When the automatics became more popular one was taught to try to direct the weapon as to where the bullet would not strike the defending person.
Something else I have noticed some officers do not carry their weapon correctly. Mostly small town officers, but they have to reach cross hip to break leather and draw their weapon. That makes it to easy for someone to gain control of their weapon.
