That I have notice. When I have the lights off. The needle is right on the edge of the yellow line for normal function. Which is a little over 14 volts. When I turn them on it pulls back at 14 and a little under.

Also, I'm seeing three heavy connections going to the same ground to the motor in the picture. I'm sure that's not good.

Hmmmm, weird problem.
It is normal to see a few cables on main ground studs like that. But, all the more reason to inspect them to make everything is clean and tight.Spartan0229 Thanks this. -

Well found out the problem. After talking to the shop again. The wiring harness was pretty flexible. He said that the wires inside were touching and confusing the ECM. So it was making sure that the wattage was right but the whole time it was sending the wattage to different components incorrectly.Heavyd Thanks this.

Well spoke too soon. It is STILL doing the same thing. After some reading, I am beginning to think it might be the EGR Valve. When ever it is hot and I have to go up a hill. It sometimes struggle. The Turbo will make this higher than normal pitch and then cut out. Then after a mile or so it will kick back in. But in that time no turbo and barley any power.

You can do two simple checks to see if the turbo actuator and linkages are working. At key on, the turbo linkage will make a full sweep. At key off it will go back to a rest position. When this happens it should actually bounce a bit. You need two people, one to cycle the key and another to watch the turbo. If you turn the key on and the linkage jerks back and forth about 5 times, it is jammed somewhere and the actuator is trying to free it.
