I'll wait and see what answer they come up with. However the TM has been a driver with this company for over 20 years. There is no way he never heard of H&W benefits.
Whathever they come up with I'll just play dumb until I find something else and then contact department of labor and possibly local labor attorney.
Too bad I like this job. If they just pay the extra $5 an hour I can live with it. -
it's been years but as far as I remember your H and W pay comes straight from the postal office don't think the contractor can legally hold it back.But since you are only running a 30 hour week they might be claiming your part time and you may not qualify for the H and W pay I don't know.

H&W pay is in the same lump sum as all the other pay a contractor gets from the USPS. Like I said, there's no difference between part-time and full-time. Any driver hauling mail gets paid all hours H&W up to 40/week.

That's the way its suppose to work, but I have talked to drivers doing part time and their company tells them they don't qualify for H&W unless they are full time. I assume then those companies pocket the H&W without the drivers knowledge

Attached is a 2015 Wage Determination. It has changed a little bit for the most recent.

Sublime is right and has the docs to prove it. Part or full time employee are entitled to H&W benefits.
Like I said I will not push this issue right now as I need this job until I have another lined up. However I will definitely go after them later.
Looks like they get their contracts by bidding low and then screw the drivers. -
