I'm not going to point any fingers. I've been down in Houston during less significant flooding events. You come up on areas that appear to be a foot or so deep for maybe a 1/4 mile, and there is no "turn around option" in a big truck on an expressway. You don't like either of your options. Some water can be traversed up to a point.

But this event has seen water levels go up 24 inches and and back down 24 inches in some areas, in less than 4 hours as water crests ebb and flow with major downpour events in the immediate area.

We can only guess how deep the water was at the time the driver attempted it, and how he attempted the crossing and what he observed he was crossing to. I'd hazard to guess he went up to the lower step and he thought he'd leveled out and could go on the rest of the way.

I suspect water got up to the batteries or other critical main battery cable junction and shut his electrics [and engine] down.

Was a female driver that saw other cars stranded and underwater and decided to do it anyway, saw them rescue her on TV
