2006 680 Volvo VNL

OK finally got this truck out to test drive the other day and noticed a couple things, 1 the speedometer is not working, 2 it's governed at around 65 "i'm guessing considering no speedo" and it also seems to want to keep the rpm's in a certain range 1500 and 1700 which is kinda annoying. anyways just wondering if anyone has any ideas on why the speedo's not working and if possible how to disable the governor.. I own the truck it is not a company truck so i can do with it whatever i want which means no governor if at all possible with out spending 2000 dollars for some one to hook up there fancy scanner to it. one other thing is that the cruise control doesn't seem to work half the time, previous owner said anyways.
