It may be worth the extra effort to spread some bags of Portland cement into your layers of dirt as you compact...idk.
We built a parking lot once for oilfield tankers and we mixed Portland cement into the top layer of 2a limestone, it really compacted into a nice lot.
Not sure if that theory would work with dirt though, honestly.
