This is the correct answer.
It's an unwritten rule, accepted practice in Oregon because they have stuff over 100K.
DON'T do it in California.
And those big yellow signs they put at the top of those passes that tell you what your speed should be, they went through all the trouble to put those up for a reason.

Between Lewiston, ID and Spokane, WA there was a sign on my first trip through there that said you could move slow moving vehicles to the shoulder and make a lane during daylight hours. Of course they hadn't plowed or treated the roads in ages and there were wrecked cars and even a wrecked ambulance on its side that was going to rescue those drivers. I chose to stay in my lane lol

I wouldn't and never will. Thats an emergency/breakdown lane, period. There is another lane to pass on.

No it's not posted at all. That why I asked for opinions. I felt obligated to use it when I was heavy and dragging ###. But I also realized if anything happens it's definitely a moving violation and liability in a collision. So is it worth it when you are just extending a courtesy to other drivers? I'm not sure. I'd hate to be telling an officer "...but everyone does it!"
