The only thing I have on my trailer is this but I'm not sure if it was there before or not bc it's not my trailer. The grommet looked like it was rubbed but I don't see how I could have done all that to his truck and not broken the light or the adapter holding the light. Idk

Misdemeanor has to occur in the presence of the officer, so unless he saw it happen he cannot write that citation.

Do you have any signs on trailer tires? Take lot of pictures with Werner driver in view.
Probably Werner driver was nose parking and hit someone tire now looking for excuse not to be fired.
100% you have to go to the court. Not only to fight ticket but hefty repair bill will be on you too. Be ready for insurance premium skyrocketing if you don't.
I would recommend you to contact lawyer about video evidence submitting rules. Why video can not be present at the scene?
Decent video pranker can make any video in 5 minutes.
Do you running any logbook application on cellphone or tablet. Most of them have GPS tracking so you can request it from app company.
Tracking is pretty accurate up to single line or exact parking spot on truck stop.

States have different laws, but generally speaking most accidents are not witnessed by an officer. That is why the officers look at the physical evidence and also interview all the witnesses....they can then charge a misdemeanor if applicable.

I don't understand the circumstances. Parked or rolling down highway. With the damage to the Werner truck he had to be passing you. He would have been in full view of your left mirror. Something just doesn't seem right here.
