Why would you require a letter for MTO when ELDs are not mandatory and no such letter is required for local delivery? And recording local delivery as personal conveyance is an exceptionally bad idea. You're getting very bad advice from PeopleNet.

Not yet not going cold until I get all the answers and still trying to get a hold of Peoplenet so we are not in violation. Which after some more research I found out like not4hire said is a bad advice from Peoplenet. Now I think we can still get away with driving US trucks in city by keeping all the miles on a paper log and can provide those to auditor if ever required,

In my mind, you shouldn’t have to account for any miles on those trucks driven in Canada.

your drivers do if in the US!
Create an exempt driver account and get the driver to log into it. All city drivers can log into the same account and the US laws will be satisfied. this way the company can not be
charged with falsification and the driver won't be sitting at the scale in "west armpit AR" waiting on a ruling from the boss scale man while trying to find out if he is OOS for 48 hours and paying a horrendous fine.

Can drivers operate commercial motor vehicles (CMVs) equipped with electronic logging devices (ELDs), if they are not required to use them due to an exception?
Yes. Drivers can drive CMVs equipped with ELDs and still use their exception. A motor carrier may configure an ELD to show the exception for drivers exempt from using the ELD, or use the ELD annotation to record the status.

He’s using an eld truck in Canada. Not in the states. The exemptions apply in the states only, don’t they? For example, I ran the states last night, logged into the eld. Tonight I have a Canada only run. Don’t log into the eld. No need to account for anything. But that’s my company.
