You don't know anything about the law and collections. You can file a Civil suit for debt in all 50 states. Debt collectors do it every day. Its called a warrant in debt in Virginia. If you provide a service that you can not collect on, you can have a summons served to the defendant in small claims court.

You cannot file a warrant in debt in any state, you can only file a warrant of debt in the Commonwealth of Virginia, it also is the beginning of a long process, not the magic bullet you proclaim it to be.

You can file with the courts in all 50 states Civil proceedings for a summons to be servered for debt owed to the Plaintiffs. 80% of defendants will settle before the first appearance, and the rest before the second. If not, and you win your case you can have a judgement against the defendant 15 days after the hearing for a bank levy or to have assists seized by the court.
Now tell me that doesn't work. Just because you haven't done it -
You can file a civil suit in any state, you cannot file a "warrant in debt" anywhere but the Commonwealth of Virginia. You keep saying that a warrant of debt is something magic and everybody should know about, it just doesn't apply, that said I'm done talking about it.

I have sued,
A landlord $2400. Settled before 2nd appearance.
A telemarketing company. $1500 won that.
A shipper $800. Settled before 1st appearance.
A mega carrier. I can't talk much about that one.
A guy that backed into me. Lost that one.
And a debt collection agency.
