Depending on what state your from... INTRA and INTER don't matter... rules are subject to someones interpretation...
There are so many case of "special rules" that apply to only "this and that" during "this emergency crisis" and only during in this "declared federal emergency"
Texas and a few other states have ALWAYS done they're own thing... What I posted is what is "generally" mandated thru-out the land... I know the general rule of thumb is, states can tighten rules, but not loosen them, but you know how any gov't process works....
Add to that, that I don't know ALL the rules! I'm just a dumb @.ss driver, and I learn stuff as well...
So take it for what it is... Talking to the people (your company) who should KNOW those rules govern what you should legally do... -

Try searching Google or call your safety dept. Energy has its own rules.

Texas does have a set of rules for Intrastate drivers which are different from Federal Interstate Drivers rules pertaining to Hours of Service. Rather than paste the whole regulation here, I would direct you to:
A Texas Motor Carrier's Guide to Highway Safety - Texas DPS.
In that document go to PART 395 – HOURS OF SERVICE OF DRIVERS .
There's all the info in there, provided to you by The Great State of Texas.
I have worked for companies that get the rules confused also, even the safety guys are wrong and have to have the rules put in front of them at times. But we can't understand it for them. -
Our company runs both intrastate and interstate, so to make it easier to keep up with, we run under the Federal rule set. Now that the ELD Mandate is here, it would be advantageous to take advantage of the exemptions provided to intrastate drivers in Texas, but our company still sticks to the Federal interstate rules for all its drivers.....
