I got it from the fact that those terms sound very familiar. When I was making the decision to change careers, nobody, and I mean nobody, wanted to find a workable l/p more than me. I must have looked into 30 different options and in not one single case did I find workable numbers. I'm pretty sure I can name the exact company the OP is talking about....I love Montana and would have loved a job up that way.. but that's not really important. Also can't seem to find anywhere the OP contradicts me.
At any rate it doesn't really matter if the OP was L/P, O/O or C/D...how 'bout that for a run of abbreviations...the terms were crap and he made a wise decision to run for the hills. Hopefully he's found something a little more reasonable.

The question was, does this sound fair No because it is BS & yes, because you can exercise what is called Caveat Emptor. If the company lays out the chargebacks PRIOR to hire, then it is the drivers fault for not heeding Caveat Emptor & complaining post hire.
Many drivers are in happy to have a job/lease mode & don't read or understand what they are signing up for & come here for a hanky post hire.
You read, did not like, and did not agree. Common sense is not a common virtue in trucking, or companies would not be serving this bs up on a application in the first place.
