My guess is the tandems were all the way back as they were requested to be at the shipper. Don't have to be Sherlock Holmes or drag out a tape measure to know you've got an easy write-up and ticket with that obvious visual.
I think they teach that on day 1 at CMV cop school.

There is a foot marking on the side of the trailer. The officer's report will read "based on the manufacturer markings I observed the tandems set beyond the maximum length per (insert code number ).
The op doesn't have much to fight with, as he has to prove the officer was wrong in facts, in law, or the law is unconstitutional. There's no long term consequences, and it will cost way more than $100 in time and court costs to fight it. -
Nope. 36" back for king pin puts you at 50' to trailer end. 36" per panel on most dry vans. Count from the back and you can get the king pin to tandem setting no tape needed.

Good catch, GA has no kingpin length restriction. Now if he wasn't on a class a road that's a horse of a different color. In Illinois if the road is weight restricted then there is a overall length restriction as well. Then it wouldn't matter where the tandems were.
