The issue with me is Elog. Maybe more small companies could find good drivers with exempt trucks. Just stating what seems to be the obvious issue. And you are looking for trouble with someone 6 months out of cdl training.

I am looking for owners who would run under the companies authority I lease to. If they have their own authority then I could set them up to run our freight.

Is lease op rate 65%? And is it dry van, flatbed, reefer? 65% does not seem right for lease op?

No lease op if its your own truck is whatever the carrier sets up with you usually 76%
