I have an international 4700 box truck that I've had trouble starting in cold weather I recently replaced with new batteries after running it. I came back out to check both batteries they are dead. I ran a test and all fuses are running hot even when ignition is turned off. I was charging the batteries as I was trying to start it in the cold, could this have caused a problem....?

Did you double check all your lights and accessories to make sure everything is off that is suppose to be? Something likely got stuck on from the low voltage. You might have to recharge, run the truck, and then key off and then disconnect the batteries again to allow everything to reset. It's a long shot, but it may work. If not, you are going to have to check for key off power loads.
