Substitute a known good dummy load for the antenna long enough to test the SWR. If you get anything other than a 1.0:1, there's a fault in the "antenna system": coax(es), connectors, adapters, mount, and everything else after the radio output jack. If it *is* 1.0:1, then the fault is in the antenna itself, its location, lack of a counterpoise, etc.
Also, if the radio has been Golden Screwdrivered to the point where it's putting out signals far removed from the CB channels, the antenna is working like a simple bandpass filter, only allowing CB frequencies to get transmitted. The out-of-band frequencies are being reflected back towards the radio, and the SWR meter is correctly showing a high SWR.
A decent dummy load costs about what a modest SWR meter does -- $25-35 -- and can save hours of substitution troubleshooting.
