    Is that what the regulation is? My understanding was you needed to have the legal hours available to even use personal conveyance. So if you don't have any of your 14 or 70 left you cannot use PC. But for my own operation I just won't even utilize PC under any circumstance at all. Like many regulations it's so stupidly confusing and open to all sorts of interpretation. It's not even worth risking some idiot LEO that doesn't understand the rule themselves writing you a bogus ticket for utilizing it.

    Your understanding is incorrect.

    PC is actually fairly straightforward. Assuming a truck movement meets the conditions of a legal PC, the only time the driver cannot is if they are under an out-of-service order. The driver can have exhausted their 11, 14 and even 70 and still use PC.
