The answer is "yes and no and depends". Securement chains and straps, etc, and tire chains (if needed) will be provided as long as you're a company driver employee. The other miscellaneous items, it depends on the items in question and the carrier.

Jumper cables?? With all the computers and other electronics on today's trucks I would not even have a set in my POV parked at the terminal.

That would depend on company policy. Some companies would let you slide with 1 shake, maybe 2, but 3 shakes would require ON DUTY NOT DRIVING. And there would be lobbyist that would want it set in law. "Mothers Against Tired Shakers." And the doctors would get involved the same way they did with sleep apnea. They want you to come in for a shake study if your pickle is bigger than 7 inches.
The worse thing about it all, is that you would have some drivers out there... the Shake Police, dropping dimes on guys that had to shake more than 3 times. "You're unsafe! You have a 9 inc pickle and you shook 4 times off duty!" -
Generally just the stuff you need. If you are a company driver they will provide whatever tire chains or securement you need. Generally they will not provide a cb or jumper cables.
