intermodal insurance crazy

hi all, i we are a new company and we had to set up our trucking company and broker authority separate according to dot and fmcsa in order to get insurance as they say. differnet addresses different websites,email,phone lines,names,bank accounts everything different. so per their request we did it. tough but manageable. now we still cannot get insurance still. insurance companys have asked us to deactivate our broker authority and they will write us a policy. or no new ventures, even had 1 tell us in print to change our trucking company address and then they will give us a quote and write a policy so we had everything separated as required but now they don't like the address and want us to change it on all our state documents, federal documents with dot and fmcs and scac documents. yet they advertise intermodal insurance. so where can you get intermodal insurance when the insurance under writers still will not write a policy even with everything separate? we have invested over 2yrs and research market analysis calls meetings,calss to dot, fmcsa,state registry, forums,internet, money after money and countless hours to get set up properly by their rules and yet we can not get insurance still under their own rules. any one have any advise.?
