    @Heavyd i replaced the harness that goes from the ecm to the valve cover.

    Well, either the under valve cover harness is damaged or something is wrong with that ecm or how it was programmed to have all those codes.

    @Heavyd I checked continuity on the valve cover harness. Everything ohmed good. How likely is it that Interational didn’t program it right? I really appreciate all of your help man.

    They usually don't come programmed, we usually program them when we install them. Maybe it never got programmed at all and just has a default operating system in it. At this point, you either take it back or somehow swap ecms with another truck and see if has the same problem or not. Back to basics, have you checked all your powers and grounds at the ecm?
    At the ECM OEM connector
    pin 31 is ignition
    pin 70 must be grounded to triggered the ecm power relay, you have to connect this pin to ground.
    Then pins 1,3 and 5 will have battery power
    Pins 2,4 and 6 are ground. Load test each one with a head light to make sure the wiring is good.

    How much power should get to the injectors while cranking? And what plug should I be load testing with the light? @Heavyd

    I don't know about the power, because we don't test for that. We check for shorts or opens.

    The ECM plug you are looking for should be the bottom right one, but ultimately it should connect to the truck wiring, not engine wiring.

    @Heavyd So I unplugged the harness and tested each one with a halogen headlight and everything seemed good. Would that mean that the ecm programming is what is causing our issue?

    I can't see all 6 injectors being bad. Since you have replaced the main harness and the valve cover harness is testing good, there really isn't much else to suspect at this point. It may have the proper program, but maybe that software got corrupted during the upload too. I think you need to double check that ECM.
