    Ok, I get what you want to do, ain’t much of an issue with the legalities.

    However there are three things you need to get figured out ...

    1 - you will need to keep it all under 40 feet. Right now I assume you have a standard m2 102 which if I remember right is about 8.5 feet long (bbc), so that with your 28 foot box gives you 36.6 feet, leaving you with maybe 3 feet, taking in account gaps.

    2 - you will need to make sure your that your steer axle doesn’t get overloaded, with the addition of the extra tank and sleeper you will add more weight to the steers.

    3 - the more important part is placement of the second axle, you will have to have someone figure out under the bridge laws where you need to place it to get as much weight capacity as you can out of it.

    You can increase the capacity, it is legal to do and when you do it right, there is less of an issue load balance on the chassis.
