    Sometimes and no.

    Usually an area with a higher incidence of severe crashes. Law enforcement will usually have heavier patrols and higher penalties for speeding, tailgating etc.

    When they are marked by signage. Most, but not all are.
    They get to double or more the fines, fees, and surcharges.

    Safety corridors in NM are marked at beginning and tell you how far it lasts ( 1 to 50 miles) also constructin is marked separate in the safety zone , so if the limit is 70 in the SZ but 45 in CZ then watch your speed. Those orange signs are there for a reason, but they do get messed up in every day use so look for them on both sides of the road
