I can speak to trying to get hardwood 4x4s out of those things and it's an enormous pain in the ###.

Can you grab a piece of dunnage and pull it out? I know some LEO will kick dunnage that is "secured" in the landing gear, if it moves then it is "unsecured"... If they want to get anal about it.
Something that's up to an officers discretion like that I think it's better to err on the side of caution just so you don't have to waste time fighting it/DataQ/whatever...Tug Toy Thanks this. -

Yeah, it's like binders stored in a lowboy, between the frame rails. No way they could come out, unless the trailer is turned upside down or is in a crash with a couple of G's of deceleration. But I suppose they are technically "unsecured".
