    Do you know if your transmission ECU generate fault code when the problem occur ?
    Is the performance of your engine look normal ?

    When the problem occur do you know if your transmission ECU generate Fault Code ?
    Is your engine is pulling good all the time ?
    Because the up shift is also base on engine acceleration.

    I'm having boost problem the boost is going to 15- 20psi and truck is not pulling good but i was thinking that the shifting is not related to the boost.

    The transmission ECU will figure the shift sequence base on the engine acceleration, if your engine is sick it's possible the transmission react with a bad shift pattern.
    I recommand you to fix the engine problem first.

    One more question when i turn the key on ignition all sensors start clicking, then i start the truck and sensors start clicking againg, is that ok or is something wrong with ecm.

    The click you heard is come from ABS system, try this: applied service brake and keep them applied (with enough air pressure in air tanks) then turn the ignition key ON, then you will heard each ABS modulator doing their job one at the time.
    The second cycle is normal after the start position occured because the ABS Ecu loose 12 volts power during cranking mode.

    I check actuator and it pass the test, also turbo is ok it opens properly, now truck it starts to show problem when starting in the morning is having hard start and white-gray smoke come from exhaust for 15 seconds and then it clears, losst of power,shacking on up hill, boost olny to 15-20psi on gauge, hard start in morning, white smook,is that injector problem simptoms?

    I'm suspecting your turbo stuck at close position during starting mode also during warm mode, the Volvo software has been modify then it's possible the problem can be there and the EECU will not show the code ( SPN 641 FMI 7)
    Or
    Your EGR valve stuck at open that generate a lot of grey smoke and Low power but not a hard start problem.

    When i start the truck in morning is not working good rpm go up and down until temperature come more than 170, or if i push tractor brake when i just startet the truck it going to start work smooth not rpm fluttering.

    On Volvo engine there is a Warm Hold Mode using the turbo position to partially restricted the exhaust circuit then the engine works harder a little bit and burn more fuel than std idle to generate more heat to warm up the engine quicker. When you release the truck parking brake then the Warm Hold Mode turn OFF.
    I'm suspecting your turbo geometry system start to stuck in the close position then there is to much exhaust restriction (back pressure) and the engine cannot run smooth.

    I was suspecting that the actuator and the turbo are not working properly, and when the shop call me they say that actuator pass the computer test and they check the turbo by hand and it open good without stucking at all. So i was surprise becouse it have boost only to 20psi and while driving it make helicopter sound like having back presure , this morning i pump on the hand fuel pump i i hear like air was relishing some were under cylinder cover, the truck start good and have gray smoke for only 5 sec
