There are three forms of radio wave propagation. Direct Wave, Ground Wave, and Skywave.
Direct Wave is line of sight. The radio line of sight depending on terrain is about 12 miles. However if you are on a mountain top it could be much farther. The opposite is true if you are in a depression or valley.
When a frequency is above the maximum usable frequency for signals below 30mhz. It can escape into space. That's not completely true because Sporatic E can cause localized skip conditions on frequencies between the top of hf and low vhf, i.e. 6meters.
Ground wave follows the contour of the Earth. Between 3-30Mhz it is considered a short distance form of communication.
Most legal C.B. communication is direct wave, and ground wave.
Skywave is skip. That's what comes in from afar and covers up your communication that prevents you from getting out effectively.
Part of it is conditions, most of it, and part of it is high powered stations.
IF everyone followed the regulations, it wouldn't eliminate all skip on eleven meters, but it certainly would help.
The sunspot cycle runs in an eleven years cycle, and so this is a cyclic phenomenon.
It's not uncommon for hams to communicate on low power over great distances with equipment that is comparatively crude.
Some bands are open more regularly, so it's more intermittent the closer to 30mhz you get.
This video, a battery powered station makes a skywave contact on 9 watts over 800 miles away.

Unless you happen to not be able to talk across town because the skip is rolling.
