    Nah those are the silly white plastic poles they put up on shoulders they do not want folks stopping on. Guardrail ends when the shoulder goes from a valley to a hill.

    It's not a good photo. However that drivers side tandem looks to me to not have a mud flap. I can't tall about the right side. Looks like the tag is there. Outside of that I can only see one thing I slightly consider to be a bad driving habit.Not illegal, just I was taught better! Not going to say what.

    No offense was intended. You posted a photo and asked us to find the problem in the photo. I can clearly see the left side mudflap looks like it is either gone or up on the tires. Can't see the right side. Not being critical because whoever took that photo most likely used a smartphone camera. Most of those things don't take good photos.
