If it’s not real humid, you can buy a cheap styrofoam ice chest, cut the top half off, fill with ice then clip a cheap fan to where it blows across the top of the ice and into the sleeper area.
I’m just guessing evaporative cooling in conjunction with ice cooling could actually bring the temp down some. I’ve never had to actually try this but seems logical in my goofy mind. You get desperate enough, you’re liable to try anything.
But if it’s very humid, you won’t get a lot of evaporative cooling effect
Lots of DIY “swamp cooler” ideas on the web and YouTube but I realize you don’t have a lot of resources available which is why I suggest the idea noted earlier. Aquarium owners frequently blow fans over their aquariums to keep water temperatures safe when heat waves set in.

Buy a Meat/Produce Thermometer, keep a written record of Daily Cab Temperatures. I had the same problem a few days back. Temperatures were up to 100F coming Out of the Vents, (windows Open and doing 65mph) during the day. It was 82 to 86F at night, windows Open around the Toledo Ohio area. I notified the Boss, he sent the Truck to the Shop right away. Remember, you could suffer a Heat Stroke. There has been a few cases around the Nation already. Not good.

I often wonder how people get to the point to where the office people shat down their necks. When did it become acceptable to sleep in 100 degree heat, hand? Don’t tell me about next week. Tell me which repair shop to take it to today. Tonight, I would be in a motel. Tomorrow night, either I am in AC in my truck or the AC on the ol greydog...and everyone knows I hate the greydog. It's time to look for a new job. If your boss doesn't have the $$ to fix the a/c, it's only a matter of time before your payroll checks start to bounce.

In my opinion, no A/C in warm weather means hotel room instead of sleeper. You r company can choose to have AC fixed later. If they value you, they will pay for a hotel for your 10 hour breaks until they fix it. Your rest is more important than the cost of 50 hotel rooms.
12 volt fans and drink cold water might help. I can't sleep unless the sleeper is cold, so I go to a hotel. I'd much rather spend my money to sleep than sweat through a night and still be tired the next day. Your boss and dispatcher sleep in an air conditioned bedroom.
