To a certain extent. But, an ELD is a "Timekeeping/Measuring Device" not a "Homing Beacon." That bobtail run to the trailer, is the same drive he would've made, in his personal vehicle. Thus, Personal Conveyance is appropriate in this situation (If available by the carrier). While running P/C, that invisible 1-mile circle drawn around a truck, expands out to 10 miles. Plenty of room to hide.

But the ELD must report location when truck is turned on or off regardless of duty status or P/C. Agree, not pinpoint but general location .

I would have to try that with one of my trucks. To see if it actually reports location when starting truck. Reporting location when starting and shutting down truck is suppose to be one of the ELD requirements, at leat acording to FMCSA.

Not for an o/o. If the owner chooses to put an eld in that can be tracked, well thats the owner's choice. If they choose an eld that doesn't have any sort of remite connection, well they can choose that too.

As for it being illegal to disconnect the eld... Well it's not. It can be pulled out anytime the trucked is moved pc. Off duty time is not regulated.

Right but when you park and put it back into sleeper berth or off duty (non-driving) wont it update your new location?

The company I currently drive for uses Qualcomm and I always thought it was general until one day I was on the phone with my FM and he was talking out loud while typing on the computer and said "let's see where you are now... oh are you behind the Home Depot?" Which is where I was.

I call BS on you,Zavar, and anyone who believes you. If a truck has a engine 2000 or newer it has to be on ELD. No matter if it's O/O or not. If it is uses for commercial interstate use. Yes there are some exceptions, but generally speaking.
You and I had a discussion about trucks being compensated meant they were commercial and you said FMCSA says nothing about compensation. You reread and came back to acknowledge FMCSA does state compensation. ELD cannot be turned on and off at will, legally. By the way I am O/O and run my own numbers, look it up so you know what I mean, do you even drive? do you have a license yet?

Yes, when you start truck, shut it off, every 60 minutes, change duty status or drive faster than 5 miles a hour it must report location.

Yes relatively speaking. If you are O/O, and you don't run your own numbers, you must run under someone else's numbers. That carrier has the right to tell you the color of truck you must have to lease on with them, no guns on trucks, no parking on on ramps or off ramps, not parking the truck at a strip club or adult store, no passengers so forth and so on.
Did you know that a company drivers is NOT banned from having alcohol on the truk from FMCSA? The company policy tells him he can't have it. FMCSA says it ok for trucker,O/O or company to go from hotel to liquor store to pick up beer on PC then back to hotel. Most Company the will never allow that, too much liability, same with guns on trucks .
